Capped 19 times by his country and selected for the 2014 World Cup, the attacking midfielder has yet to play for a club outside of Mexico having had spells with Pachuca, Leon and Guadalajara, who paid a reported €8 million for the playmaker in December 2015.
Peña returned to Leon on loan in December 2016 and will now get an opportunity to show Rangers fans what he can do while working with a manager he rates highly.
